The deadline officially set by the Ministry of Economy and Finance closes in 8 days. By next Friday (6 working days), the approximately 1.5 million returns remaining to be entered into the system must be submitted.
However, it has never happened that 250,000 E1 declarations are submitted every day. However, compared to last year, despite complaints about delays and delays on the part of accountants, the rate of submissions is 10% to 50% higher. Although according to the statistics of the AADE the E1 submission rate did not exceed 90,000 per day, on Tuesday almost 115,000 returns were submitted, while since 25 April there have also been (some) days when 100,000 or 105,000 or 115,000 or even 130,000 returns were submitted in just 24 hours.
This development shows that E1 submissions are increasing, not decreasing. While they may increase even more due to the fact that the AADE has “unblocked” (as of yesterday 17/7) the submission of returns for those who have not declared an IBAN, if their return does not produce a credit statement to receive a tax refund. This opens the way for 8 out of 10 taxpayers to file (since 5 out of 10 see a zero statement at the end, and 3 out of 10 see a debit statement).
And yet, 92,150 beneficiaries of a tax refund of 45 million euros have not declared their IBAN, of which 85,866 are individuals and their refund amount is 13.5 million euros. These are mainly elderly persons or wage earners-pensioners for whom an automatic submission of the return was made, for whom no IBAN declaration is required.
Who is delayed
But as it turns out, accounting firms are sending out as many returns as they can, with as much income data as is available. However, they are also holding some in “temporary storage” if the data for taxpayer clients is not sufficient, so as not to subject them to the hassle of second and third statements in midsummer.
Already in the past week, debtors who had already filed returns were asked to re-enter the Taxisnet system to file amendments, after new information on election compensation amounts that had not appeared when the original tax return was issued. In these cases, the law does not provide for automatic filing but the debtor or his/her accountant must re-file (amending the original) for the additional amounts.
However, according to the data so far, 5,070,854 E1 returns had been submitted by Tuesday, out of the approximately 6.5-6.6 million expected. At the rate they are developing, it is estimated that over 100,000 returns were entered into the system on Wednesday, bringing the total to 5.2 million. And that leaves about 1.5 million returns to be filed by next Friday.
Of these, 47% have zero tax, 32% have a debit with an additional tax of 1,512 euros per capita, while 20% have a credit with an average refund of 313 euros each.
